POLICY
AND PROCEDURES- MEMBERSHIP

ALL MEMBERSHIPS ARE SUBJECT TO ARTICLE 5 - REVOCATION OF MEMBERSHIP
- UNDER THE CONSTITUTION
INDIVIDUAL
1. Annual dues
are payable January 1 of the current year, and expire December 31
of the same year. Annual fees are non-refundable.
2. New Individual
members are to be approved by the Board of Directors at their next
meeting following application for membership.
3. New member
applications are allowed interim approval by the Executive Director
during the operating year [i.e. December 31 of current year] until
final approval is given by the Board of Directors prior to December
31st of the current year.
4. Individual
member annual membership fees are to be set by the Board of Directors
prior to the onset of the current year.
5. All Individual
members are entitled to one vote at any general meeting of the membership
on any item of business requiring a motion.
6. Each Individual
member receives the Federation's newsletter, presently entitiled
Show Trail.
7. Individual
members are eligible for election to the Board of Directors of the
Federation.
8. A person
must hold a valid Individual membership to participate in or to
directly benefit financially from any S.H.F. program. A Basic E.C.
membership is included with the SHF annual fee for those persons
requiring such membership (i.e. Western Rider Certification).
9. Individuals
participating in E.C. licensed National competitions must hold a
current Individual membership in their provincial organizations
(i.e. Saskatchewan Horse Federation).
10. Individual
members holding current membership are eligible to apply for grants
under the S.H.F. grants program if applicable. The individual must
have been an individual member the Federation in the year prior
to a grant application being submitted.
11. Individual
members receive automatic $5 million liability insurance for horse-related,
non-commercial activity world wide and other insurance benefits
as part of annual membership fees. Individual members are also eligible
for preferred member rates from the insuring agent.

Corporate
A. clubs:
1. Club members
must be a bona fide non-profit club that follows the Aims and Objectives
of the Constitution of the Saskatchewan Horse Federation.
2. Clubs must
have their own written Constitution, hold an open annual general
meeting for the election of officers and approval of the annual
financial report and affairs of the Club.
3. Clubs must
have a membership of a minimum of 6 members.
4. Annual SHF
membership fees are due January 1 of the current year and expire
December 31 of the current year. Fees are non-refundable.
5. New Club
memberships shall be approved by the Board of Directors at their
next regular meeting following application for membership.
6. New Club
membership applications shall be allowed interim approval by the
Executive Director until final approval is given by the Board, where
the Club meets all requirements for membership approval.
7. New Clubs
must submit a copy of their Constitution prior to membership approval.
All Clubs must resubmit their Constitution when any revisions occur.
8. All Clubs
must submit annually their list of members for the current year,
with the appropriate fees and the Corporate member application.
9. Each Club
is entitled to one vote at any general meeting of the Federation
on any item of business that requires a motion. The voting delegate
must be named by the Club in accordance with the procedures established
by its Board of Directors, and such person must hold a valid Individual
membership with the Federation.
10. All member
Clubs are eligible to apply for grants under the SHF grants program.
The Club must be an active member in the year prior to the year
of the grant applications being submitted.
11. All member
Clubs are eligible upon acceptance of their membership application
to apply for sanctions of events under the SHF liability insurance
program.
12. All member
Clubs and each household on their respective membership lists will
receive a copy of the provincial publication/newsletter, presently
Show Trail.
13. All member
Clubs are eligible to participate in the annual fundraising raffle,
and will be expected to assist the SHF in its self-help fundraising
ventures. Clubs that apply for grants must sell a minimum of 5 complete
books of tickets in the year prior to applying for grants.
Present Fee
Structure: (01/01/03)
A. Clubs with fewer than 50 members: $70 + $3 for each name on membership
list
B. Clubs with 50 or more members: $110 + $3 for each name on membership
list
C. Olympic Discipline clubs: $220 + $3 for each name on membership
list.
Corporate
Members:
B. Horse Show
Members
1. Horse Shows
that wish to operate under the National Rules of the Equine Canada
may apply for annual membership with the Saskatchewan Horse Federation.
2. Horse Show
member fees are due January 1 of the current year and expire December
31 of the current year.
3. Horse Shows
may apply for either Recognized National EC status or for Primary
(Permit) EC status.
4. Horse Shows
must submit the appropriate forms and receive approval for show
dates, officials and prize lists from the S.H.F., under the Rules
and Regulations of the E.C.
5. Horse Show
members are not eligible to apply for grants under the S.H.F. grants
programs.
6. Horse Show
members are eligible to apply for benefits under the insurance sanction
program. All Horse Show members must hold valid second & third
party $5 million liability insurance, in accordance with the Rules
and Regulations of the SHF and E.C.
7. Horse Show
members may attend any general meeting of the membership.
8. Equine Canada
National Horse Shows (Class 1 - 8) are entitled to one vote at any
SHF general members' meeting, the voting delegate to be named by
the Horse Show in accordance with established procedures of the
Federation, with the delegate to hold a valid Individual membership
with the Federation.
9. EC Permit
(Primary) Show members may attend all general member meetings, but
are not entitled to a vote thereat.
(01/01/03) Present
Fees:
A. EC Permit/Primary Shows: $40 per day
B. EC National Shows (Class 1 - 8): fee structure as set annually
by Equine
Canada according to total prize money offered at the show.
Sustaining
Members
1. Commercial
business enterprises, agencies or educational institutions may be
granted Sustaining Membership status by the Board of Directors where,
in their discretion, the organization makes significant industry
contribution of a financial nature either through direct donation
or sponsorship, or through membership by furthering the aims and
objectives of the Constitution of the Federation.
2. Commercial
business, agencies or educational institutions may apply for Sustaining
membership with the Federation which, upon payment of annual fees
and approval by the Board of Directors, may be granted. The Executive
Director may issue interim approval pending final formal approval
by the Board.
3. Sustaining
members may attend all general meetings of the membership of the
Federation, but shall not have a vote thereat.
4. Sustaining
members are not eligible to apply for grants under the grants program
of the Federation.
5. Sustaining
members may participate in the general liability insurance program
of the Federation.
6. Sustaining
members will receive a copy of all provincial newsletters including
the bi-monthly magazine, Show Trail.
7. Sustaining
members may receive recognition through promotions of the Federation
from time to time, and as is applicable.
8. Sustaining
members may, with approval of the Board of Directors, and with payment
of any fees deemed appropriate by the Board, use the logo of the
Federation for their own promotional purposes.
Fee Structure: [01/01/03: $70 + $3/person Show Trail levy for groups
$100 for other non-profit agencies
$200 for commercial enterprises. ]
HONORARY
LIFE MEMBERS
[Constitution articles as amended 18/02/95]
1. Honorary
Life Membership status shall be conferred upon individuals who have
given outstanding or significant service contributions and/or achievements
to the horse industry or equestrian endeavors within Saskatchewan.
2. Honorary
Life Membership must be approved by a 2/3 majority of the Board
of Directors by ballot, and accepted by a 2/3 majority of the general
membership by ballot.
3. The Honorary
Life Membership will be a distinct honour bestowed by the Federation
and as such exemplary and outstanding achievement will be required
by the individual.
4. Honorary
Life Members will hold full status as individual members, are entitled
to a vote at any general meeting, and may hold office and serve
on the Board of Directors of the Federation.
5. Honorary
Life Members will have the cost of the annual individual membership
fee borne by the Federation.
6. Honorary
Life Members will at all times be bound by Article 5. Revocation
of Membership of the Constitution of the Federation.
7. As a general
policy, the Board of Directors shall not recommend more than twelve
(12) persons to hold this status at any given point in time.
8. The immediate
available Past President shall chair the committee to determine
eligibility for proposal of Honorary Life members.
9. Individuals
and/or organizations may propose in writing individuals for consideration
for life membership status, or the Board and/or Past President may
do the same.
10. All persons
to be considered for admission to Honorary Life membership are to
be presented to the Board of Directors for consideration and approval
at the Autumn Board meeting (currently held in November) prior to
acceptance at the Annual General Meeting of the membership in the
new year.
11. The Committee
will circulate biographical material to all Board members for their
review prior to the meeting at which the Honorary Life membership
is to be approved.
12. The terms
of reference for the committee to follow are to be established by
the committee and approved by the Board of Directors during the
1995 year. Subsequently, any changes to the terms of reference are
to be submitted and approved by the Board of Directors prior to
implementation.

Terms of Reference
General:
Honorary Life
Membership should be conferred upon individuals who have given outstanding
or significant service contributions and/or achievements to the
horse industry or equestrian endeavours within Saskatchewan.
Specific for
Board Acceptance:
¨ Contributions
of the applicant are to be recognized as significant and valuable
to the Horse Sport and/or to the Horse in the province of Saskatchewan.
¨ In their
recognition, the applicants are to be viewed as distinguished in
their achievements or are to have demonstrated excellence in their
activities.
¨ Applicants
must have been Saskatchewan Horse Federation Individual members
for at least five years, and preferably for a longer period.
¨ A maximum
of two candidates are to be approved in any one year.
¨ A maximum
limit of twelve Honorary Life Members to be existent in any current
year.
¨ The Board
of Directors does not have to approve applicants for Honorary Life
membership status each year.
